We couldn’t have made it without elephant-size government: Akufo-Addo

President Nana Akufo-Addo says he could not have fulfilled his manifesto promises without his elephant-size government.
Defending the appointment of 123 ministers, the president noted that without a strong political direction, delivering on his manifesto promise will be difficult.
He speaking at a media encounter on Friday at the Jubilee House.

“The machinery of government is such that if the political direction at the top is not strong then the delivery becomes an issue. I still stand by the fact that the numbers were necessary for the work that we have done, ” he said.
“When you look at the current output it would have been difficult to achieve any of this, ” he added.

I Don't Have Issues With Former President Mahama - J.J Rawlings

Former President Jerry John Rawlings has debunked rumours that there was bad blood between him and the flagbearer of the National Democratic Congress (NDC), John Dramani Mahama.

He said a recent social media image purporting to show a pensive disagreement and negative discourse between him and Mr Mahama and two others at a funeral was calculated mischief, intended to create disaffection.

Former President Rawlings said this when he signed the Book of Condolence for the Late Mrs Victoria Adzagli Ametefee, wife of Mr Henry K. Ametefee, Volta Regional Chairman of the NDC, who died recently in Ho.

He said he was nursing an injury from a parachute false landing in a bad weather several years ago, which led to the occasional discomfort he suffered when in sitting position.

Medical examination of the injury then confirmed it was not a bad situation but the discomfort of sitting for long hours compelled him to occasionally use an orthopaedic foam to manage the pain.

Former President Rawlings said because of that discomfort, he adjusted his seat at the funeral for some relief and not that he had issues with former President Mahama.

"I actually turned towards Mr Mahama more than three times and where is that picture.”
"Why did this intruder refuse to circulate my sitting position adjusting myself towards Mr Mahama but chose the opposite...what purpose does this serve anybody… more so when I cannot go to all places armed with the foam?" he asked.

Former President Rawlings entreated the public to ignore such negative publicity for parochial reasons and stressed the need for people to be steadfast and truthful always.

"This is a clear case of misrepresentation of facts," he added, saying, social media and its power should be harnessed towards constructive nation-building and forging social cohesion and not to distract and plant discord.

Cost Of Living In Ghana Under Nana Addo Is All-time Expensive - Mantse Ayitey

Mantse Ayitey of the opposition NDC was frantic on the state of cost of living in Ghana.
He stressed the fact that living in Ghana is as normal compared to living in hell under President Akuffo Addo. According to him, the Akuffo Addo administration promised heaven on earth concerning the country's economy when he was in opposition, but today the story is the opposite.

Mantse Ayitey
Though we didn't have it all luxury under President John Dramani Mahama, yet the cost of living of the ex-leader is far better than what we are seeing under the so-called economic doctor and his boss.
There is no way you can compare this horrific economy to that of President John Dramani Mahama, yes it has never been luxurious under any government, but the truth is one, the cost of living under President John Dramani Mahama was far better.
Dr. Bawumia promised the good people of Ghana sound economy, comfortable and glorious economy, but what we're seeing now is as if they do not know anything about economics, they don't know exactly what the people are going through, it's as if they don't know how we suffer 24 to survive in this country.
Dr. Bawumia when in opposition thought he was making sense, but since they assumed office in 2017 he's never done anything properly. Today's Ghana we can't survive 3 square meal a day, it's not easy to even sponsor your children to school, education is very expensive, transport fares are all-time high, companies are closing down because they cannot afford salaries of their employees, taxi drivers, and trotro drivers cannot afford the extravagant cost of fuel, the dollar rate is all-time high we can't even complain because we have accepted the fact that our economic management team under President Nana Addo Dankwa Akuffo-Addo is incompetent, health care is very expensive and NHIS is not working properly under this government.

Everyone in this country one way or the other is crying, Shoemakers are crying, businessmen are crying, importers are crying, doctors and nurses are crying, teachers are crying, everyone in this country is complaining about the horrific state of this economy. Prices of goods and services have gone unimaginably high, from crops, food, clothing, accommodation, cost of taxes, we can't afford our own Ghana made products.
I recently received some visitors from America and they asked how we manage to survive in this broken economy? Akufo-Addo has failed woefully, Dr. Bawumia is a disgrace of an economist, we trusted in his logic, and we entrusted the affairs of this country into their care because they gave us every reason to do so, but now our country is in absolute jeopardy, and the savior is President John Dramani Mahama and his team of excellent managers.
Mantse Ayitey made these worrying comments regarding the state of Ghana's economy in an interview with Ghanahub News.

Akuffo Addo Is Doing Governance As We Go, No Vision, No direction - Mantse Ayitey

We have seen governance upon governance, we have seen government after government, but this particular government led by President Nana Addo Addo Dankwa Akufo-Addo is behaving like it has no clue, no aim and has no direction. President Nana Addo's government has no vision, president Akufo-Addo is managing on government as we go, no vision, no brain, no objective, no target, no realistic goals, no direction, no option, it is all about what we encounter then we do.
During the 2016 elections, we saw president Nana Addo presenting the manifesto for his government to the good people of Ghana, but since they assumed office it looks as if the president has deviated from his manifesto and doing government "as we go".

Presidents Nana Akuffo Addo brought on board very smart ideas but the implementation of these ideas has become world war III for the NPP. They have neglected their own manifesto and rather chasing after the wind. One typical example is about the PDC Scandal, it was not in their manifesto, another typical example is the Oslogate, kelniGVG and the rest. These are clear indications that the government has lost its focus, vision, it has lost revelation for the people.
And leadership without vision is a waste of priority, therefore all priorities implemented must be the result of improvising, and that is very risky.
Government "as we go" is very risky because there is no value there are no targets there is no aim there is no Direction there is no Plan.
All that we see now is very risky as long as the lives of the people in the country are concerned.

Akuffo Addo's Government: Most Corrupt In Ghana's History - Report

The current state of corruption in Ghana is alarming and the president of the Republic of Ghana nana addo dankwa akufo-addo is pretending as though corruption is not existing in his government. Ghana since the fourth Republic have seen five heads of state and each president has been accused of corruption by the people. But for the current government led by president nana addo dankwa akufo-addo, the people of Ghana are saying that corruption in this  current government is alarming. Comparing the current corruption States in Ghana to previous administration is too high, and Ghana this is gradually sinking into corruption.
An issue of KelniGVG has been raised but yet the president turn blind eye and deaf ears to the truth. The Australian visa fraud which was perpetrated by the deputy minister of information has been cleared by the president as well.
An issue of the Oslo Chancery deal in Norway was also cleared by the president of the Republic of Ghana. Order issues in relations to electoral fraud and assaults has also been cleared by the president of the Republic of Ghana.
There's been issues in relation to the Ghana football association which has traces of serious corruption but yet the president of the Republic of Ghana is turned deaf ears and blind eye to the situation.
Ghana used to be at the bottom of corruption forecasters but in recent times corruption perception has gone very high, and so obvious  that the government is laughing in corruption, dancing in corruption and this is getting serious.
Research was conducted by Ghanahub News, and we found that most Ghanaian have this to say, that the current president Nana addo dankwa akufo-addo and his government are more corrupt than the previous governments.
John dramani mahama was very assiduous and industrious in making sure that corrupt officials under him went through the necessary prosecution and face the penalties of their actions.
But President nana addo dankwa akufo-addo and his corrupt officials are walking freely in the street of Accra and living a life as though they have nothing to answer to.

Reasons Why I Can Not Investigate The Stinky PDS FRAUD - Martin Amidu

WATCH ADDICTION SERIES
           Tittle: Game of Thoughts
The special prosecutor Martin Amidu has reiterated his office does not have the mandate to investigate financial and economic crimes.

The Good Governance Advocacy Group Ghana (GGAGG) has served notice it will petition the Office of the Special Prosecutor to investigate the Power Distribution Service saga after the Ghana government suspended the deal over some infractions.

However, Mr. Amidu has stated his powers are limited.

“Just yesterday, 6th August 2019 I read, here in Ouagadougou, on Ghana Web that the Good Governance Advocacy Group Ghana (GGAGG) was petitioning “the Office of the Special Prosecutor to investigate the circumstances leading to the suspension of the Power Distribution Services concession agreement”. It wants the Office to investigate and prosecute fraudulent activities or supervision over corruption, nepotism, cronyism, favouritism and usurpation of another Minister’s powers.

“The truth is that section 79 of Act 959 severely restricts the jurisdiction of the Office of the Special Prosecutor to fight corruption and corruption-related offences in Ghana unlike in other countries that are fully committed to and adhere to their obligations under the United Nations Convention against Corruption, the African Union Convention on Preventing and Combating Corruption, and the ECOWS Protocol on the Fight against Corruption in their domestic anti-corruption legislations. The ruling of the High Court in the case of the Republic v Ayariga and 1 Other, 17th July 2019, High Court, Accra, (Unreported) underscored the point I have made on the remit of the Office to a limited extent only based on lack of detailed particulars and should be a guide to the public: I annex a scanned PDF of the ruling as a separate attachment to this paper for educational purposes,” the special prosecutor said in a statement.

Below is the full unedited statement:

THE OFFICE OF THE SPECIAL PROSECUTOR HAS NO JURISDICTION TO INVESTIGATE FINANCIAL AND ECOMOMIC CRIMES – THE PDS CASE: BY MARTIN A. B. K. AMIDU

The past week has seen a situation where the jurisdiction of the Office of the Special Prosecutor has, probably with all good intentions, been misrepresented, to the public and creating in their minds the belief that the Office has power to investigate and prosecute fraud, and generally financial and economic crimes. Such continued misrepresentation of the jurisdiction of the Office to the public is responsible in part for the acceptance by some members of the public that the Office is not meeting the expectations for which reason they advocated for its establishment and the appointment of the Special Prosecutor.

I have at a number of fora both locally and internationally endeavoured to underscore the very limited jurisdiction apportioned to the Office of the Special Prosecutor under section 79 of the Office of the Special Prosecutor Act, 2017 (Act 959). My personal website contains postings on my efforts to educate and to lower the expectations of the electorate as to how parliament curtailed the plentitude of the powers of Office set forth in the body of Act 959 in the interpretation section 79 of the Act. Nonetheless for some reason of trust, maybe, some members of the public have not read the interpretation section of the Act; and many ordinary people will rather look at the enacting sections and believe that the Office ought to be able to prosecute certain other offences and translate such wishes into a perception that the Office has the jurisdiction to do so in fact.
I have followed closely the discourse in the print and electronic media since the announcement on Tuesday 30th July 2019 through the Ministry of Finance and the Electricity Company of Ghana (ECG) Limited suspending the concession agreement with the Power Distribution Services (PDS) Ghana Limited. The Government is said to have initiated an enquiry into the circumstances leading to the non-fulfillment of conditions precedent to the full operationalization of the agreement by the PDC. (See Graphic Online of Saturday, 3rd August 2019 on Ghana Web).

The Ghana News Agency also reported on Ghana Web on Saturday, 3rd August 2019 that the Minority in Parliament has called for the annulment of the concession agreement on the ground that “it is highly inimical to Ghana’s power sector”. It is also reported to have charged the Government to ensure the refund of all monies appropriated by PDS in full with interest through, what it describes as, this fraudulent scheme and their collaborators.

The Ghana Web of Sunday 4th August 2019 also carried a Graphic report that the Embassy of the United States of America (USA) in Ghana has stated that: “The U. S. Government strongly encourages the Government of Ghana to conduct a thorough forensic audit into claims of fraud in order to fully establish the facts of the matter” regarding its contract with Power Distribution Services (PDS).

On Sunday, 4 August 2019 my anti-corruption crusader colleague, friend and member of OccupyGhana was reported on Ghana Web to have said, I believe inadvertently, on Citi FM that: “If you really want to get to it, the contracts around the energy sector are probably what Amidu should be paying attention to because that for me is where the fraud is.”

Just yesterday, 6th August 2019 I read, here in Ouagadougou, on Ghana Web that the Good Governance Advocacy Group Ghana (GGAGG) was petitioning “the Office of the Special Prosecutor to investigate the circumstances leading to the suspension of the Power Distribution Services concession agreement”. It wants the Office to investigate and prosecute fraudulent activities or supervision over corruption, nepotism, cronyism, favouritism and usurpation of another Minister’s powers.

The truth is that section 79 of Act 959 severely restricts the jurisdiction of the Office of the Special Prosecutor to fight corruption and corruption-related offences in Ghana unlike in other countries that are fully committed to and adhere to their obligations under the United Nations Convention against Corruption, the African Union Convention on Preventing and Combating Corruption, and the ECOWS Protocol on the Fight against Corruption in their domestic anti-corruption legislations. The ruling of the High Court in the case of the Republic v Ayariga and 1 Other, 17th July 2019, High Court, Accra, (Unreported) underscored the point I have made on the remit of the Office to a limited extent only based on lack of detailed particulars and should be a guide to the public: I annex a scanned PDF of the ruling as a separate attachment to this paper for educational purposes.

I have severally explained why the Office of the Special Prosecutor cannot investigate the alleged commission of offences contained in any draft or final 1999 Forensic Audits of SSNIT reports by an alleged Minister in the Government, the Senior Minister’s Forensic Audit reports, the recent Bank Scandals, and the BOST allegations which do not point directly to the suspected commission of corruption and corruption-related offences.

I wish to repeat hereunder portions of my presentation to an international workshop of Auditors in Accra, Ghana in September 2018 on “The Role of the Special Prosecutor in Strengthening Accountability for Public Funds” – “the jurisdiction of the office” – and hope that it helps well-meaning Ghanaians not to continue to create the impression that the Office can be a knight errant roaming at will in search of its own ideals of crimes it wishes to investigate and prosecute. It cannot go outside its remit unless Section 79 of Act 959 which deliberately narrowly defines corruption and corruption-related offences is amended to make it consistent with international conventions on corruption, which Ghana has voluntarily ratified and to which it is a party. The shorter version of my paper was posted on my website – martinamidu.com – on 26th September 2018:
“Jurisdiction of the Office
There is the perception out there amongst the populace that the Office of the Special Prosecutor can investigate and prosecute any criminal offence under the laws of Ghana. Granted that more than 65% of the population may not be able to read and properly understand the Office of the Special Prosecutor Act, the problem is compounded when persons, civil society and political organizations which ought to know better choose to petition or complain to the Office on matters which have nothing to with corruption and corruption-related offences.

Worse of all, these enlightened persons and organizations appear to be petitioning the Office more for media publicity and political point scoring than pursuing genuine complaints against adversaries. Their modus operandi is to write a letter, petition or complaint, have it published in the media long before submitting or posting the complaint to the Office. The object of such persons and organizations is not to seek a fair and impartial investigation and prosecution but to do maximum damage to perceived political opponents even before they can be investigated. It is a type of mob lynching which no reasonable and impartial law enforcement agency should be used for. Every citizen is entitled to the constitutional right to be presumed innocent and not to be presumed guilty and tried by public opinion before a determination even to commence investigations commences.

Unfortunately, the media aids in such cheap publicity seeking by just publishing the complaint without satisfying itself whether the petition really concerns a corruption and corruption-related offence. But it is not difficult for an average reasonable person to make out a corruption and corruption-related offence because the interpretation section, Section 79 of the Office of the Special Prosecutor Act, 2017 (Act 959) defines “corruption and corruption-related offences” to mean, offences under

(a) Section 146, 151, 179C, 239, 252, 253, 254, 256, 258 and 260 of the Criminal Offence Act, 1960 (Act 29);

(b) Section 92 (2) of the Public Procurement Act, 2003 (Act 663); and

(c) Existent offences under enactments arising out of or consequent to offences referred to in paragraphs (a) and (b);

An analysis of the above shows that out of the ten offences listed from the Criminal Offences Act, six of them are misdemeanours, two are felonies and the two are unclassified. The balance of criminal offences in the Criminal Offences Act which have not been apportioned to the Office deal with several felonies to be investigated by various law and order enforcement agencies under the Inspector General of Police, the Director-General CID, the Executive Director Economic and Organized Crime Office, the Director of the Bureau of National Investigations, the Director-General of the Ghana Immigration Service, The Executive Secretary for the Financial Intelligence Center, the National Security Co-ordinator, the Director of Public Prosecutions, and many others.

It may be useful to amplify briefly the corruption and corruption-related offences apportioned for investigation and prosecution by the Office. The following are the offences created under Act 959:

(a) Section 146 deals with dishonestly receiving property that a person knows to have been obtained or appropriated by a punishable criminal offence
(b) Section 151 deals with persons who extorts property from any other person by means of threat as committing a second degree felony

(c) Section 179C deals with using public office for private gain as a criminal offence

(d) Section 239 deals with corruption of and by public officers as a misdemeanor

(e) Section 252 deals with accepting or giving bribe to influence public officer or juror as a misdemeanor

(f) Section 253 deals with corrupt promise by judicial officer or juror as a misemeanour

(g) Section 254 deals with corrupt selection of juror as a misdemeanor

(h) Section 256 deals with corruption, intimidation, and personation in respect of election as a misdemeanor

(i) Section 258 deals with falsification of returns at election as a second degree felony, and

(j) Section 260 deals with withholding public money by public officer as a misdemeanour
(k) Section 92(2) of the Public Procurement Act, 2003 (Act 663) deals with offences constituted under the Act for which jurisdiction is given to the Office. Surprisingly it fails to mention Section 93 dealing with corrupt practices.

The jurisdiction of the Office of the Special Prosecutor is therefore strictly provided for under the Act. It is more restrictive than any other anti-corruption agency I have come across.

Apart from the challenges which the Office has faced since the assumption of Office of the Special Prosecutor, the foregoing explains why the Office is not investigating the several alleged suspected offences perceived to have been committed by particular ministers of state and operatives under the present Government and previous Governments. The Office does not and cannot investigate financial and economic offences in which no evidence of corruption can be demonstrated from the beginning.

This explains why the Office cannot investigate the alleged commission of offences contained in any draft or final 1999 Forensic Audits of SSNIT reports by an alleged minister in the Government, the recent bank scandals, and BOST allegations which do not point to the suspected commission of corruption and corruption-related offence. Just give the Office personal knowledge of facts to support an abuse of public office for private gain and the Office will take up the investigations. But do not politicize the work of the Office by dragging it into media propaganda. What happened since 1999 that an alleged offence committed around that year has not been investigated by any previous Government? The remit of an independent anti-corruption agency is not to dabble in politics.”

I plead with all anti-corruption civil society members to help in enlightening ordinary members of the public about the limited jurisdiction of the Office of the Special Prosecutor so that they do not lose confidence in the Office for not investigating cases for which it has clearly no jurisdiction. Creating serious and deliberate misperception about the jurisdiction of the Office is one sure way those who fear anti-corruption activism can kill trust in the Office.

Bawumia Is The Most Useless Vice President - NDC Mantse Ayitey

Ghana have seen and experienced for the past 27years in the fourth republic democracy, different vice-presidents but the most useless of them all is Dr. Muhammadu Bawumia.
Mantse Ayitey a vibrant NDC comrade said this after Dr. Bawumia called the NDC and the Kum3 Pr3ko demonstrators hypocrite.
We live in a country where access to education has become difficult, access to Quality Healthcare has become difficult, access to financial freedom has become a nightmare. We cannot afford three square meal a day, our income is nothing compared to our expenses, people are losing their jobs on daily basis, banks are collapsing, market women and not selling, people are not buying, the situation in the country is so annoying and it is very uncomfortable to live in Ghana under Bawumia's economic management skills.

The rate at which prices of goods and services are going high is so heartbreaking, and government is pretending as if everything is well with the good people of Ghana.
NDC was not the only people that joined the Kum3 Pr3ko demonstration, PNC participated CPP participated, PPP participated, menzgold customers participated, Gold Coast Customs participated, fisherman and fish mongers participated, market women participated, drivers Union and  business persons participated.

Ultra Modern Abattoir (Slaughter house) Built By Mahama in Ho and Abandoned By Akuffo Addo.

The facility is an altramodern Abattoir (Slaughter house) built for the people of the Ho municipality under John Mahama era but left to root.
It is cited at sokode Gbogame on the the left side of the road when moving towards the Ho township.
Th picture shows the current state of the facility, you can see the weed covering the entire facility.
This facility could contribute to the livelihood of the people in the region by creating hundreds of jobs and as well stand as a massive developmental projects in the area.
The NPP government led by Nana Addo Addo Dankwa Akuffo Addo is jealously neglecting both finished and unfinished projects by Ex President John Dramani Mahama for political reasons, ignoring the fact that the tax payers money which is suppose to add to the development portfolio is rather left to rot.
Almost all the regions across the country enjoyed a fair share of President Mahama's developmental touch during his era a president of Ghana, but the NPP government has abandoned them all for no wise reason.
